The JCTLM was created in 2002 through a Declaration of Cooperation between the International Committee of Weights and Mesures (CIPM), the International Federation for Clinical Chemistry and Laboratory Medicine (IFCC), and the International Laboratory Accreditation Cooperation (ILAC) in response to the implementation of the European Community Directive 98/79/EC on in vitro medical devices. The Declaration of Cooperation was revised in 2012, following the revision of harmonized standards relating to higher order reference materials and methods.
The JCTLM Executive Committee oversees the operations of the JCTLM, and its Working Group 1 and Working Group 2 establish lists of available higher order reference materials, measurement procedures/methods and measurement laboratory services with respect to the technical basis laid down in the JCTLM Framework.
